Spoke 01 — Eligibility
Confirm your eligibility before you arrive.
All five requirements must be satisfied. If any requirement is unclear, contact the Enrollment Office before submitting your packet.
Tribal Enrollment
You must be an enrolled member of the Tribal Nation. Enrollment number required at time of registration. Pending enrollment applications do not qualify.
Age — 18 Years or Older
You must be 18 years of age or older on or before the date of the election for which you are registering. Applicants who will turn 18 before election day may register in advance.
Residency Within Tribal Lands
Primary residence must be within the boundaries of the Tribal Nation or on trust land. P.O. Box alone is not sufficient — a physical chapter house address or land description is required.
Not Currently Disenfranchised
Individuals under active tribal court disenfranchisement orders are not eligible until the order is lifted. Contact the Enrollment Office if you believe your status has been incorrectly recorded.
Mental Competency
Individuals adjudicated as mentally incompetent by a court of competent jurisdiction are not eligible unless competency has been restored by court order.
Special Circumstances
Re-Registering After Address Change
If you have moved within tribal lands, you must update your registration address. Your existing registration remains valid until you submit an update. You may vote at your previous chapter house until the update is processed.
Enrollment Corrections & Boundary Disputes
If your eligibility was affected by an enrollment correction, land boundary reclassification, or clerical error, submit a Reinstatement of Eligibility form (Form TVR-09) alongside your standard registration packet.
First-Time Registrants Under 18 at Previous Election
Citizens who were not yet 18 at the time of the last election but are now eligible should register as first-time voters. Bring your tribal enrollment card and a document confirming your date of birth.
Spoke 02 — Documents
Gather these four documents before you leave home.
Incomplete packets cannot be processed at the counter. Every required document must be present. Photocopies are accepted only where noted.
Tribal Enrollment Card
Current, valid enrollment card issued by the Tribal Enrollment Office. Card must show your enrollment number and not be expired.
Accepted forms:
- Laminated tribal ID card
- Enrollment certificate with photo
Proof of Age
Official document establishing date of birth. Required for all first-time registrants and for any registrant whose birth date is not confirmed in the tribal rolls.
Accepted forms:
- Birth certificate
- State-issued ID or driver's license
- U.S. passport
Proof of Residency
Document establishing your current physical address within tribal lands or on trust land. Must be dated within 90 days of submission.
Accepted forms:
- Utility bill (electric, water)
- Chapter house address letter
- BIA lease document
- Signed affidavit of residency (Form TVR-04)
Completed Registration Form
Form TVR-01, available for download below or in person at any chapter house office. Must be completed in ink — no pencil, no correction fluid.
Address Update Form (TVR-02)
Required only if you are updating an existing registration. Attach to your current enrollment card.
Reinstatement of Eligibility (TVR-09)
Required if your registration was removed due to enrollment correction, boundary dispute, or court order. Attach all supporting documentation.
Power of Attorney (TVR-11)
Required when registering on behalf of an elder or person with disability. Notarized copy only.

Spoke 03 — Registration Process
Five steps. One visit. Walk out registered.
The entire process takes under 90 minutes for a prepared applicant. Steps 1 and 2 happen at home. Steps 3 through 5 happen at the chapter house.
Download and complete Form TVR-01
15–30 min→ Complete the form at home — not at the counter.
Form TVR-01 is the standard voter registration application. Fill it out in black or blue ink, in block letters. Every field must be completed. If a field does not apply to you, write "N/A" — do not leave it blank. Correction fluid is not permitted; strike through errors with a single line and initial.
Note: Assistance completing the form is available at any chapter house during office hours. Call ahead to confirm availability of a registration assistant.
Gather all required documents
10–15 min→ Assemble your packet in the order listed on the form.
Clip or staple documents in this order: (1) Tribal enrollment card, (2) proof of age, (3) proof of residency, (4) completed Form TVR-01. If you are submitting supplemental forms, attach them after item four with a separate clip. Do not fold documents.
Appear in person at your chapter house office
20–45 min→ Bring your packet to the Registration Desk — not the general counter.
Registration is processed at the Registration Desk, located inside the glass doors of each chapter house. The desk is staffed Monday through Friday, 8:00 AM to 4:30 PM. You do not need an appointment. Bring the original documents — the clerk will photocopy what is needed and return the originals to you.
Note: If you are unable to appear in person due to age, disability, or distance, contact the office to arrange a home visit or proxy registration under Power of Attorney (Form TVR-11).
Clerk verifies enrollment and reviews packet
5–15 min→ Remain at the desk while the clerk reviews your documents.
The clerk will verify your enrollment number against the current tribal rolls, confirm your residential address, and review all documents for completeness. If any document is missing or incomplete, you will be given a deficiency notice and may return with the corrected packet within 10 business days.
Receive your voter registration card
5 min→ Your card is printed on-site and handed to you before you leave.
Upon successful verification, the clerk will print your voter registration card and enter your name into the tribal rolls system. You will sign the rolls ledger. Your card is your official proof of registration — keep it. If you lose it, a replacement may be requested at any chapter house.
Note: New registrations take effect immediately. Address updates and reinstatements may take up to 3 business days to be reflected in the rolls.

Spoke 04 — Deadlines
Deadlines are absolute. There are no exceptions.
Registration deadlines are set by the Tribal Election Code and cannot be extended by the Registration Authority. If you miss a deadline, you will be registered for the next election cycle.
Absentee Voting: Registered voters who cannot appear at their designated polling location on election day may request an absentee ballot. Absentee ballots must be returned to the Registration Office by 4:30 PM on election day — they may not be deposited at polling locations.

If your question is not answered here, contact the Registration Office directly. Do not rely on unofficial sources for information about tribal voter eligibility.
Yes. You are eligible to register as long as you will be 18 years of age on or before the date of the election for which you are registering. You may register at any time after your 18th birthday, even if the registration deadline has not yet passed. Bring your enrollment card and a document confirming your date of birth.
If your enrollment correction has been finalized by the Tribal Enrollment Office and your status is confirmed as an enrolled member, you are eligible. You must submit Form TVR-09 (Reinstatement of Eligibility) along with your standard registration packet and a copy of the Enrollment Office decision letter confirming your corrected status.
A utility bill in another person's name is not accepted as sole proof of residency. However, you may submit a signed Affidavit of Residency (Form TVR-04) co-signed by the account holder, along with the utility bill. Both documents must be present. The affidavit form is available at any chapter house or in the registration packet.
Registration packets may be mailed to the Tribal Registration Office at the address listed on Form TVR-01. Mailed packets must be received — not postmarked — by the registration deadline. You will not receive your voter registration card by mail; you must appear in person at any chapter house to collect it after your packet has been processed. Processing typically takes 3–5 business days for mailed submissions.
If your packet has a deficiency — missing document, incomplete field, or unverifiable information — the clerk will issue a written deficiency notice listing exactly what is missing. You have 10 business days to return with the corrected packet. Your registration will not be processed until the deficiency is resolved. If the deadline passes during the 10-day window, your registration will be held for the next election cycle.
Yes, but only under specific conditions. An authorized representative may submit your packet if they hold a notarized Power of Attorney specifically granting them authority to act on your behalf in voter registration matters (Form TVR-11). The representative must bring the notarized POA, their own tribal enrollment card, and your complete registration packet. The registrant must still appear in person to collect the voter registration card, unless a home visit has been arranged.
You do not need to re-register, but you must update your registration address before the deadline for the election you wish to participate in. Submit Form TVR-02 (Address Update) at any chapter house. Until the update is processed, you are assigned to vote at your previous chapter house. Address updates take effect within 3 business days of submission.
Bring your voter registration card and your tribal enrollment card. If you have lost your voter registration card, you may request a replacement at any chapter house. You will be asked to verify your name and address against the rolls ledger before receiving your ballot.
